Anyone currently enrolled in the federal Lifeline program qualifies for Equal Access, and will retain the $30 discount for as long as their Lifeline enrollment is valid; no need to reapply in 12 months.

*note that the FCC website states that Lifeline provides up to a $9.25 discount; this is true, but Rock Island’s fund covers the remainder, totaling $30.

Aside from Lifeline, there are other programs that qualify you for the Equal Access discount. Below are some examples of qualifying assistance programs:

• Supplemental Nutrition Assistance Program (SNAP)
• Supplemental Security Income (SSI)
• Medicaid
• Federal Public Housing Assistance (FPHA)
• Veterans Pension or Survivors Benefit Programs
• Women, Infants, & Children (WIC) Nutrition Program

*Note that qualifying with one of these programs will require you to reapply in 12 months, as Rock Island only has access to Lifeline’s database to confirm continued eligibility.

• Lifeline Application ID or  proof of qualifying benefit received (please include a scan of documentation showing your enrollment in the program)

You will see the discount on your first invoice that is generated on or after September 1, 2024. Retroactive discounts are not possible.
